The business ombudsman will be notified of all inspections conducted on entrepreneurs.

Starting from January 1, 2025, a presidential decree titled "On Measures to Protect the Rights and Legal Interests of Entrepreneurs" will come into effect in Uzbekistan.

Starting January 1, 2025, a decree from the President of Uzbekistan titled "On Measures to Protect the Rights and Legal Interests of Entrepreneurs" will come into effect. This document introduces new regulations aimed at simplifying business conditions and enhancing the transparency of inspections.

Main changes:

  • Fines for individuals conducting business activities without registering as individual entrepreneurs will be abolished.
  • An electronic system called "Risk Analysis" will be implemented to classify business entities by risk levels (low, medium, high). Inspections will not be conducted for businesses classified as low risk.
  • Administrative liability for certain violations, such as errors in displaying fiscal marks, incorrect digital labeling of goods, and concealing employee numbers, will be removed.

Additionally, starting March 1, 2025, part of the state duty will be refunded upon the termination of a court case due to a settlement: 70% for first-instance courts and 30% for appellate and cassation courts.

Furthermore, all inspections of entrepreneurs will be recorded in a unified system called "State Supervision." The business ombudsman will be notified at the beginning of each inspection. If the inspected entity is not predetermined, the notification must be sent within 24 hours after the inspection starts.
