The President of Uzbekistan has signed a decree regarding the state budget for 2025, mandating ministries, departments, and local authorities to operate under strict austerity measures throughout the year. The document requires chief budgetary managers to enhance expenditure efficiency and minimize unnecessary expenses.

Until the end of 2025, any proposals for salary increases for managerial staff and the purchase of official vehicles, furniture, and office equipment using budget funds are prohibited (with the exception of the education, healthcare, science, and water management sectors). Purchases funded by extra-budgetary resources are only permitted with the approval of the Cabinet of Ministers.

Additionally, a 10% reduction in spending on furniture, equipment, and material resources compared to 2024 is mandated, excluding kindergartens, schools, and medical institutions.

Local authorities are prohibited from delaying salary payments and utility bills, as well as maintaining additional staff positions without a regulatory framework. Starting January 1, 2025, the funding for the maintenance of medical institutions will be shifted from local budgets to the republican and regional budgets.
