By 2029, Kazakhstan aims to generate 3.8 million quality jobs.

To foster the labor market's growth in the medium term, the Labor Market Development Concept for 2023-2030 has been approved, according to Bizmedia.kz.

According to the document, by 2029, the number of quality jobs in the country is expected to reach 3.8 million. By the end of 2024, this figure was around 2.5 million, as reported by Deputy Minister of Labor and Social Protection Askar Biakhmetov during a press conference at the SCC.

He noted that the growth of quality employment is driven by the industrialization of the economy and the introduction of new technologies, taking into account the demographic and infrastructural characteristics of the regions.

Employment Development and Investment Projects

In rural areas, new forms of employment are being explored, such as shift work, seasonal employment, and mobile employment through temporary relocation.

In the northern macro-regions, 116 investment projects are being implemented with a total of 3.6 trillion tenge, which will create 22.8 thousand jobs.

In the central-eastern macro-region, 263 projects worth 13.4 trillion tenge have been launched, providing 28.1 thousand new jobs.

Employment Outcomes

In 2023, over 979 thousand citizens secured jobs, of which about 714 thousand were placed in permanent positions.

Training and digital monitoring of employment:

  • Online courses: Approximately 58 thousand unemployed individuals completed training on the Skills.Enbek.kz platform, with 91% (52 thousand people) successfully finishing the courses and obtaining certificates.
  • On-the-job training: At the request of employers, 10 thousand individuals were sent for training at educational institutions and companies, with 8.5 thousand completing their training and 7 thousand (87%) securing permanent jobs.
  • Grant support: In 2024, around 9 thousand representatives from socially vulnerable groups received grants in two phases, with 64% of them being rural residents.

Digital Monitoring of Employment

Employment oversight is conducted through the Ministry of Labor's information systems.

  • 85% of the employed (828 thousand people) have mandatory pension contributions.
  • 60% (587 thousand people) have registered electronic labor contracts.

Thus, Kazakhstan continues its active efforts to create new jobs, enhance employment quality, and develop digital oversight of the labor market.

The "Career Compass" Platform Launched for Student Career Guidance

The Ministry of Labor has developed the "Innovative Project Navigator" platform, which compiles data on 906 investment projects. Their implementation is expected to create around 168 thousand jobs with a total investment of 41 trillion tenge. This was announced by Deputy Minister of Labor and Social Protection Askar Biakhmetov at a press conference at the SCC.

According to him, the system already includes data on projects from the ministries of industry and construction, energy, transport, as well as the programs "Aul Amanaty," "Serpin," "With a Diploma to the Village," and "Aul – The Cradle of the Nation." Simultaneously, integration with the national digital investment platform of the Investment Committee is underway.

The "Career Compass" platform has been implemented to assist students in grades 7-11 in undergoing professional diagnostics and selecting suitable career paths. The database features over 400 in-demand professions, supporting informed choices of specialties and future jobs for graduates.

Additionally, the Electronic Labor Exchange has launched a system for practical training for college and university students. This system not only helps find internship placements but also enables the acquisition of necessary skills, enhances competitiveness, and facilitates future job placements.

Growing Demand for Skilled Trades

One of the Ministry of Labor's priority areas is the development of platform employment. Approximately 1 million Kazakhstanis are already working through online services such as Yandex, Glovo, and Wolt. This format offers flexible schedules, the possibility of combining jobs, and a low entry threshold.

Estimates suggest that in the next six years, Kazakhstan will require 1.6 million new specialists, of which 900 thousand will have vocational and technical education. Among these, 400 thousand will be needed specifically in skilled trades.

The highest demand for such personnel is observed in construction, agriculture, manufacturing, and healthcare, where the need for skilled workers constitutes 56%.

As part of the Year of Skilled Trades, declared by the Head of State, the Ministry of Labor, in collaboration with government agencies and akimats, has begun implementing an Action Plan. This includes:

  • Strengthening cooperation between employers, schools, and colleges
  • Developing a mentorship program
  • Creating and updating 100 professional standards in 2024
  • Conducting job fairs

Throughout the year, at least 500 thousand schoolchildren and college students will receive training in job search and employment skills on the Unified Digital Platform "Electronic Labor Exchange."

Moreover, the career guidance work through the "Career Compass" platform will reach 100 thousand individuals.
