President Shavkat Mirziyoyev has been briefed on measures to ensure employment and increase incomes in mahallas with the involvement of banks.
The corresponding instruction was given during a video selector meeting held on December 16 of last year. Based on this, employment for a total of 5 million 200 thousand people is planned for 2025, with over 3 million assisted by banks.
In this regard, agreements on cooperation for ensuring employment and increasing incomes have been signed by the hokims of 208 districts and cities along with bank leaders, clearly defining the rights and responsibilities of the parties.
Specific target indicators have been established for each mahalla. Under the "Mahalla Loyihasi" program aimed at ensuring employment, $1 billion in credit resources has been allocated between banks and regions. Regional bank heads have received monthly performance targets for project development, loan issuance, and employment facilitation.
Now, the Chairman of the Central Bank and his deputies will head to the regions to establish the operation of bank branches in mahallas based on a new approach. By February 1, 2025, special departments for working with mahallas will be created at regional bank branches, where "mahalla bankers" will be appointed. Additionally, assistants-agents will be selected in each mahalla to closely collaborate with these bankers.
Banks in the regions, in cooperation with district hokimiyats, will present ready-made business projects to the population and provide training on their implementation skills.
For efficient monitoring of the assigned tasks, the information systems "online-mahalla.uz", "bank-kredit.uz", and "soliq.uz" will be integrated. Daily analyses of the performance of responsible leaders will be conducted, and appropriate measures will be taken against underperforming officials.
It has been noted that 2025 should be a decisive year for ensuring employment and reducing poverty, thus instructions have been given to activate coordinated efforts of hokimiyats and economic-financial structures at the local level.
