Initially, heavy snowfall was cited as the cause of the incident; however, inspections revealed that the primary factors were violations in construction practices and the use of substandard materials.

According to the local administration, the weather conditions exacerbated the situation but were not the root cause.

A technical assessment found that the construction work was carried out with deviations from regulations, and the materials used did not meet the required standards.
