The President has approved a regulation imposing penalties on political officials for failing to carry out his directives.

On November 27, 2024, Kazakh President Kassym-Jomart Tokayev approved a regulation imposing penalties on political civil servants for failing to execute his directives, as reported by Bizmedia.kz, citing KazTAG.
Президент утвердил наказание для политических госслужащих за невыполнение его поручений.

The decree by Tokayev states:

“In the decree of the President of the Republic of Kazakhstan dated December 29, 2015, No. 152 ‘On certain issues of public service’: the rules for imposing disciplinary penalties on civil servants, approved by the aforementioned decree, shall be amended as follows: ‘2. For unlawful, culpable non-fulfillment or improper fulfillment by a political civil servant of the duties assigned to him, as well as for non-fulfillment or improper fulfillment of instructions from the President of the Republic of Kazakhstan, the leadership of the Administration of the President of the Republic of Kazakhstan based on and/or in execution of the instructions from the President of the Republic of Kazakhstan, abuse of official authority, violation of service discipline and service ethics, as well as non-compliance with the restrictions established by the laws of the Republic of Kazakhstan related to holding public office (hereinafter referred to as a disciplinary offense), a disciplinary penalty shall be imposed on the political civil servant.’

In the previous version of the decree, the phrases ‘as well as for non-fulfillment or improper fulfillment of the instructions from the President of the Republic of Kazakhstan, the leadership of the Administration of the President of the Republic of Kazakhstan based on and/or in execution of the instructions from the President of the Republic of Kazakhstan’ were absent.

The decree by Tokayev comes into effect from the day of its signing.
