According to the amendments made, political civil servants may be held accountable for:
failure to fulfill the duties and assignments of the President or the Administration of the President;
abuse of power;
noncompliance with discipline and ethical standards;
violations related to restrictions for civil servants.
By the end of 2025, all government agencies are required to automate personnel processes using the "Unified Personnel System." This addition has been included in the decree on debureaucratization.
The rules for increasing the number of employees in government agencies have been clarified:
the redistribution of vacant positions between agencies is possible only by government decision; exceptions are made for cases of emergency, the establishment of new agencies, changes in administrative-territorial structure, and directives from the President.
Some agencies, such as the Administration of the President, the Government Office, and organizations with fewer than 100 employees, are not subject to redistribution.
Vacant positions in the Administration of the President, the Government Office, the Parliament, the judicial administration, law enforcement agencies, the Ministry of Defense, and other agencies with fewer than 100 employees are not subject to redistribution.
The changes take effect from the date of signing the decree.
The decree comes into effect from the day it is signed.
