The initiative was developed by the Anti-Corruption Agency in collaboration with the United Nations Development Programme as part of a joint project. It is funded by the European Union.
At the initial stage, the program will be implemented in the Mirzo-Ulugbek district of Tashkent, Jizzakh, and the Vabkent district of Bukhara region.
"Transparent Cities" and "Honest Districts" are areas where high standards of integrity, transparency, and ethics are established. They eliminate any forms of corruption within agencies and organizations, ensuring more effective and fair governance.
Similar projects have been successfully implemented in 11 countries across Central, Eastern, and Southeastern Europe. Their experience demonstrated effectiveness: benefits based on these programs were utilized in 30 local government bodies. In 2011, the authors of the initiative received a UN award for their contribution to the development of public service.
In Uzbekistan, the successful implementation of programs in pilot areas will serve as a foundation for their expansion to all districts and cities across the country.
