Russia will offer Kazakhstan a preferential loan for the construction of three thermal power plants.

In the Mazhilis, lawmakers are reviewing a bill on the ratification of an agreement between the governments of Kazakhstan and Russia concerning the construction of thermal power plants in Kokshetau, Semey, and Ust-Kamenogorsk, as reported by Bizmedia.kz.

The agreement outlines the collaboration between the two countries in the design, supply of equipment, construction, and commissioning of new thermal power plants. The document also includes terms for providing Kazakhstan with a Russian state loan on favorable conditions to implement these projects.

Deputy Edil Zhanbyrshin confirmed during the plenary session that the agreement defines the efforts for the design, manufacturing, equipment supply, construction, and commissioning of new thermal power plants, as well as the mechanism for preferential financing through the provision of a Russian state expert loan to the Kazakh side.

The Committee on Ecology and Natural Resource Management, led by the deputy, will prepare a conclusion on the draft law. The document was accepted for consideration by the parliament members.

Energy Minister Almasadam Satkaliyev reported that the technical and economic evaluation (TEE) for the thermal power plant project in Kokshetau has been completed, and the expertise is nearing its conclusion. Project design and site preparation will begin shortly, with construction work set to commence this year. In Semey, the TEE is expected to be completed by the end of the year, after which design and construction will begin. In Ust-Kamenogorsk, TEE work will start at the beginning of next year, with all projects scheduled for completion by 2028.

It is worth noting that on April 17, Kazakhstan and Russia signed an agreement under which the Russian company "Inter RAO - Export" will be the general contractor for the construction of three thermal power plants in Kazakhstan.
