The presence of trees on the construction site prevented the Fergana regional environmental management from granting permission for the construction. However, despite this and the ongoing indefinite moratorium on the felling of valuable tree species and shrubs not belonging to the state forest fund, the builders fenced off the area and began work.
Such audacity and confidence in their impunity can only be explained by the presence of a "roof," say eyewitnesses.
"It seems that the word 'moratorium' is not in the builders' vocabulary," lament the residents of Fergana.
Local inhabitants learned that the century-old trees would be transplanted elsewhere. They are actively opposing not only the felling but also the transplantation, which will destroy the park and eliminate the trees.
Eco-volunteers believe that if the regional environmental management cannot influence the construction process, then the Ministry of Ecology, Environmental Protection, and Climate Change should get involved. Additionally, it would be wise to seek a response from the regional hokimiat as well.
