What will change?
In six months, when all the new regulations come into effect, the housing queues currently managed by the akimats will be transferred to Otbasy Bank. The bank will establish a specialized information system called the "Housing Provision Center." Through this system, applications for queue placement can be submitted online.
How will it work?
- The bank is already integrated with eight government databases, and this number will increase in the future.
- The system will automatically verify if a person owns real estate, clarify their family status, and determine their neediness.
- The human factor is completely eliminated—everything is transparent and automated.
New functions of Otbasy Bank
After the transformation, the bank will:
- Maintain a unified electronic database of applicants.
- Make decisions regarding the provision of housing from state or rental funds.
- Issue preferential loans and subsidize part of the rent.
Who can queue up?
To qualify, you need to meet just two requirements:
- Not own housing in the last five years.
- Your only residence must be recognized as emergency housing.
The queue will be formed based on the application submission date, but priority will be given to socially vulnerable groups of citizens:
- World War II veterans and other combat veterans,
- Large families and mothers,
- Families with children with disabilities,
- People with disabilities of the first and second groups,
- Orphaned children,
- Widows and widowers.
Why might you be denied?
Queue placement is not possible if:
- You have housing (or had it in the last five years).
- You have already received housing from the state but privatized it.
- False information has been provided.
- Your emergency housing is located in another city.
- You purchased housing with government support.
What will be offered based on income?
If the income per family member is less than the subsistence minimum (43,407 tenge), you may be offered rental subsidies or rental housing from local authorities.
If the income is higher, you will be able to access housing programs with low interest rates ranging from 2% to 9% per annum.
What about social housing?
Akimats will continue to build social housing and will be able to purchase apartments from developers to expedite the process. They will also provide housing certificates to cover part of the down payment for mortgages.
Transparency is a priority
All lists of applicants and those who have already received housing will be published on the bank's website. Queue inventories will be conducted every three months to ensure the information is always up to date.
