President Shavkat Mirziyoyev has signed a decree titled "On Measures for Further Improvement of the System to Support Fellow Countrymen Seeking to Actively Participate in the Economic and Social Life of Our Country." The document aims to preserve national identity and enhance ongoing dialogue with them.
The decree introduces the "Vatandos" certificate and card, which grant additional rights and benefits to compatriots abroad.
The certificate will be issued to compatriots living abroad who actively engage in the economic and social life of our country—acquiring shares (stakes), establishing foreign or joint ventures in Uzbekistan, and making significant contributions to promoting the positive image of the republic globally.
The "Vatandos" card will be issued in the form of an ID card, valid for up to five years.
Compatriots holding this certificate and card will be granted rights and benefits.
Specifically, they will be able to enter Uzbekistan without a visa. They can obtain a multiple-entry visa and extend its validity without paying state fees and without the need to leave the territory of the republic.
When engaging in employment without documentation certifying the right to work, they will not be required to have a residence permit in Uzbekistan. Registration at their temporary residence can be completed without paying a state fee.
Compatriots will be able to purchase real estate in the country at prices applicable to citizens of Uzbekistan, rather than the rates set for foreigners.
They and their family members will have access to medical, educational, and other state services under conditions provided for citizens of Uzbekistan.
The decision to issue the "Vatandos" certificate will be made by a special inter-agency commission.
