To increase the coverage of preschool education for children aged 2 to 6 years, the department plans to expand the number of consultation centers for parents whose children, for various reasons, do not attend educational institutions. A total of 4,245 consultation points will be established to provide support on upbringing and development within the family environment.
There are plans to renovate and equip 260 state kindergartens. The pilot project "Тілге бойлау," aimed at immersing children in the Kazakh language, will involve 500,000 children. In all regions of the country, a voucher financing system for educational institutions based on the principle of "money follows the child" will be implemented by 2025.
To better accommodate children with special educational needs, the introduction of 272,800 student places is planned. This will ensure that 90% of children receive specialized psychological and pedagogical support, as well as early correction.
Plans include the acquisition of 1,000 modern subject classrooms for physics, chemistry, biology, robotics, and STEM, which will allow for the modernization of rural schools.
In technical and vocational education, there is a goal to provide 100% of students with free college education accompanied by mandatory employment. The material and technical base of 80 colleges will be strengthened, and 10 mini-enterprises will be established on their premises.
