By the decree of the government (No. 774, dated November 21, 2024) the procedure for engaging lawyers to provide legal assistance at the state’s expense has been approved.

This procedure establishes the rules for hiring lawyers to provide legal assistance funded by the state and for compensating their services.

State legal assistance is provided to the following individuals: those with low income; individuals with mental disorders; those receiving psychiatric care; individuals, both women and men, who have approached the court regarding violations of the principle of equality; suspects, defendants, or accused persons in criminal cases where the participation of a lawyer is mandatory.

State legal assistance is also available to low-income individuals who have committed administrative offenses that carry the possibility of administrative detention.

To obtain legal assistance at the state’s expense, individuals must submit an application in electronic form, which is filed through the “Yuridik yordam” information system after registering with the Unified Identification System (OneID).

Additionally, oral and written applications can be submitted, which will be registered in the relevant justice department no later than the next working day after they are received.

The payment for the lawyer’s services is made in established amounts, and travel and transportation costs are reimbursed if legal assistance is provided more than 50 km away from the location of the contract with the lawyer.
