The bill that regulates the process of obtaining and distributing sponsorship assistance, as well as introducing additional control measures, was reviewed and passed in the first reading today in the Legislative Chamber of the Oliy Majlis. It has been initiated with the aim of protecting citizens from fraud.
According to the bill, only officially registered organizations will be allowed to collect donations, and all incoming funds will be strictly monitored. The document regulates the fundraising process by establishing clear requirements for both cash and non-cash donations, as well as for the transfer of property.
Furthermore, all information regarding such collections must be broadcast in the media and other public sources.
Individuals retain the right to collect donations, but only for their own benefit or for close relatives. Volunteers are permitted to disseminate information about the collections but are not allowed to accept money from citizens.
Additional security measures include strict oversight of the cash collection process. Donation boxes can only be set up by official organizations; they must be transparent, and the location of their placement must be announced in advance. The opening of the boxes will be recorded on video in the presence of witnesses, and reports on the collected funds will be made available in public sources.
Administrative responsibility is planned to be introduced for non-compliance with the new rules.
