In 2024, Uzbekistan compiled a list of over 800,000 citizens at risk of committing offenses or becoming victims. This was reported by Muzifa Sultanova, head of the press service of the Ministry of Internal Affairs, during a briefing at the Agency for Information and Mass Communications.

It was specified that, as part of social prevention efforts, inspectors and representatives of local communities identified more than 800,000 such citizens, with issues for 400,000 individuals being resolved.

The initiative to enhance safety in local communities began in 2023. At that time, by the decree of the Cabinet of Ministers, social prevention measures were implemented in each community to promptly address local issues, as noted in the report.

A presidential decree dated January 3, 2025, elevates this work to a new level. Law enforcement points will be established in 84 communities, covering 419 crime-prone areas in Fergana, Andijan, Namangan, Samarkand, and Tashkent. Their role will be to work effectively with citizens and prevent offenses.

Support measures have also been developed for returning migrants, students, and school graduates, including assistance with employment.

According to representatives of the Ministry of Internal Affairs, the new system aims to strengthen public safety and create a secure environment in communities across the country.
