The Hokim of the Yashnabad district, Bakhtiyor Rakhmonkulov, on October 25, 2024, signed a decree titled "On the allocation of funds formed as a result of the second quarter of 2024 in the local budget of the Yashnabad district for expenditures."
According to the document, over 61 million soms from additional local budget funds resulting from the second quarter of 2024 have been allocated as a bonus to the Hokim himself—head of the 1st sector, B. Rakhmonkulov, as the winner in the nomination "Most Initiative Sector." This decision was based on a decree from the Council of People's Deputies of the Yashnabad district dated October 23.
It is noteworthy that the decree of the Council was signed by Bakhtiyor Rakhmonkulov himself.
The Council's decision states that it was made in accordance with the Cabinet of Ministers decree from August 23, 2021, "On measures for the implementation of a system for evaluating the effectiveness of the activities of sectors of integrated socio-economic development of territories," as well as taking into account the conclusions of the commission and the proposals of the first deputy Hokim.
An interesting fact: both decrees were initially marked as "DPS" (for official use), which likely indicates an attempt to conceal them. However, the documents were later declassified by the justice department.
According to publicly available data, at present, the Yashnabad district has a debt of over 674 million soms on 16 enforcement documents, which has led to the seizure of vehicles and property belonging to the administration.
