Shafokat Rahmatullaeva was born in 1941 in the Furkat district of the Fergana region. After finishing high school, she enrolled in the Kokand Pedagogical College.
In 1965, she graduated from the former Tashkent State Institute of Theater and Arts and began her career at the Syrdarya Theater.
In 1980, she was awarded the title of Honored Artist of Uzbekistan, and in 1992, she received the title of People's Artist. The actress played roles in several well-known films, such as "Sevginator," "Sevginator-2," "The Magic Hat," "The Race," and others.
