President Shavkat Mirziyoyev signed a decree aimed at reforming local self-government bodies and enhancing their role in driving economic growth and employment. According to the Ministry of Justice, the new measures will take effect on January 1, 2025.
As part of the changes, local authorities will gain the following financial opportunities:
- A complete transfer of several taxes (sales tax, corporate property tax, land tax for legal entities) and revenues from the lease of state property into district and city budgets. Additionally, at least 50% of the personal income tax revenues will be directed to local budgets.
- Ninety percent of the proceeds from the sale of shares owned by local authorities will be distributed among regional and district budgets, including the republican budget of Karakalpakstan and the budget of Tashkent.
Starting next year, people's deputies at various levels will have the authority to regulate tax rates, including income tax for individual entrepreneurs, taxes on the use of water resources, and subsoil use. This will allow for the consideration of the unique economic development characteristics of the regions.
The district and city khokims will be granted additional powers:
- Establishing public councils of entrepreneurs to simplify interaction with businesses.
- Approval or dismissal of heads of district and city departments of ministries in coordination with regional authorities.
- Introducing a new management approach focused on the interests of residents and entrepreneurs, within the framework of a legal experiment lasting one year.
