The head of state has been presented with information regarding the priority tasks in the preschool and school education system for 2025.
The government's attention to these levels of education, which are fundamental to personal development, is continually increasing. Each year, new educational institutions are built, the potential of specialists is enhanced, and textbooks and teaching materials are updated in accordance with modern requirements.
Preschool education is entering a new phase of development, drawing on advanced international experience. In recent years, the number of kindergartens has increased eightfold, reaching 38,000, while coverage of preschool education has risen from 27 percent to 76 percent.
The development of school education in our country has taken on a nationwide character. Over the past seven years, construction and renovation work has been carried out in more than 5,000 schools, with 608 completed this year. For the first time, inclusive education has been implemented in 530 schools.
The Minister of Preschool and School Education reported on future plans.
It was noted that next year, more than 100 schools will be organized, creating 257,000 student places. State educational programs will be aligned with international requirements. The number of schools offering a second foreign language will be increased to 420, and vocational training to 400.
Advanced international experience and modern methodologies are being integrated into practice. Specifically, this year a new assessment system has been implemented in 1,500 general education schools. Based on the results of the analysis, it is planned to expand this system to a greater number of schools next year.
A digital system has been introduced for assigning qualification categories to teachers. Now, educators who successfully advance their category will receive an additional payment of up to 70 percent of their salary, depending on the points they have earned.
The head of state emphasized the necessity of improving the procedure for conducting qualification exams, fostering healthy competition, and ensuring equal conditions for all educators.
To this end, from next year, the training programs at regional centers for professional development will be modified. A differentiated system for professional development will be implemented for each teacher. Educators who do not pass qualification tests will undergo additional training under a separate program. Five centers for modern pedagogical mastery will begin operations in the regions. All centers will be equipped with technology for situational learning and virtual laboratories.
To attract qualified leaders to educational organizations and support their activities, it has been proposed to establish material incentives for school and kindergarten directors, as well as their deputies, from additional sources.
The harmony of educational and upbringing processes will be a priority. According to the decree of the President of Uzbekistan dated November 15 of this year, increased attention is being paid to the system of initial pre-conscription training for students. In the senior classes, the number of hours for military-patriotic education has been increased, and to enhance the prestige of educators in this field, a procedure for awarding them military ranks has been introduced.
Before the start of the next academic year, new textbooks for these subjects are planned to be prepared, and teachers with a high level of professionalism will be attracted. Together with the Ministry of Defense, "Schools of Courage" will be established in 208 educational institutions, where adolescents with behavioral difficulties will also receive support.
On September 30 of this year, another important document was adopted aimed at further improving the quality and effectiveness of preschool education. According to it, starting in 2025, the position of deputy director of preschool educational organizations will be introduced. New formats for professional development will also be implemented, including "Hour of Methodical Mastery" and "Day of Methodical Mastery."
Next year, it is planned to construct 162 preschool educational institutions, open 100 private kindergartens, and 1,000 family kindergartens, which will increase preschool education coverage to 78 percent. The interconnectedness of training programs for school readiness groups and primary classes will be strengthened.
The President has instructed to systematically develop the sector in all regions, improving the quality of general education with a particular focus on remote areas.
