Discussed strategies for boosting the region's economy and enhancing residents' income.

On November 1, a meeting was held in the Navbahor district regarding the economic development of the Navoi region, the increase of population incomes, and the improvement of social infrastructure.

At the beginning of his speech, President Shavkat Mirziyoyev noted that the recent elections to the Legislative Chamber of the Oliy Majlis, the Jokargy Kenes of Karakalpakstan, and local councils of people's deputies were conducted in the spirit of democratic principles, expressing gratitude to citizens for their active participation.

The region, named after the great ancestor — Alisher Navoi, should serve as an example of spiritual education and enlightenment. In this context, the head of state proposed declaring 2025 as the Year of Alisher Navoi. Within this initiative, a national competition and Navoi readings will be held, books for youth will be published, and films based on the poet's works will be produced. A grand monument and museum will be constructed in the town of New Navoi.

The economic indicators and plans were analyzed in detail. Over the past seven years, 6,500 projects worth 8 billion dollars have been implemented in Navoi, creating added value of 27 trillion sums. The number of entrepreneurs has tripled. During this time, the region's economy has moved from ninth to third place, reaching 82 trillion sums. This year, 577 projects worth 2.2 billion dollars are planned, which will create 10,000 high-income jobs.

However, significant opportunities for development remain. The Navoi region is located in the center of the country and possesses rich natural resources, developed infrastructure, and high human potential. The region concentrates 20 percent of Uzbekistan's mineral resources, estimated at more than 5 trillion dollars. This allows meeting the demands of any investor.

Annually, industrial production in the region exceeds 100 trillion sums. Per capita income ranks second in the republic, creating substantial opportunities for the development of local entrepreneurship, trade, services, public catering, and tourism.

The region produces 11 billion kilowatt-hours of electricity per year, and soon, wind and solar power plants with a total capacity of 5.2 gigawatts will be commissioned. This will ensure uninterrupted operation of new industrial and service enterprises.

In this context, the effectiveness of the regional khokim, the khokims of 11 cities and districts, state organizations, banks, and the "seven" in 330 mahallas in utilizing these opportunities was questioned.

In 2025, it is planned to attract 3.7 billion dollars in foreign investments to the region, which will allow opening 600 new enterprises and creating 15,000 high-income jobs. These projects will contribute to the development not only of Navoi but also of neighboring regions.

According to the new "On Subsoil" law, a new system will be implemented whereby all deposits of strategic resources will undergo international assessment. A regional office of the Ministry of Mining and Geology will be established in the Navoi region. This office will independently address licensing, permitting, and auctioning of deposits.

The Zarafshan and Akdarya rivers flow through the territory of the region, along with 256 kilometers of streams and over 2,000 kilometers of canals. It was instructed to build small hydropower stations on them. 10 million dollars will be allocated for this, and the hydropower plants will be transferred to entrepreneurs based on industrial mortgages.

Next year, the goal is to attract 500,000 foreign tourists to Navoi and increase the volume of service exports to 150 million dollars. There were also noted opportunities for establishing trading and service points made of lightweight structures along the roads.

Special attention at the meeting was given to employment issues. The region has 16,000 low-income families and more than 8,000 unemployed citizens. It was noted that using the additional potential in the economic sectors could ensure their employment. The employment and social protection systems were tasked with lifting 16,000 families out of poverty within a year.

It was emphasized that it is necessary to create food reserves and ensure daily market supplies to stabilize prices. In this context, agriculture plays an important role, but in Navoi, only 100,000 hectares of irrigated land are cultivated, 72 percent of which are irrigated using pumps. Despite having 9 million hectares of pastures, livestock numbers are low.

Next year, it is planned to bring seeds and technologies from Turkey and China to increase cotton yields to 70 centners, update 7,000 hectares of orchards and vineyards, and prepare all irrigated lands for sowing 10,000 hectares of sunflowers as a second crop. Seeds of fodder, medicinal plants, and spices will be scattered by drones over pastures and distributed among 50,000 residents. Overall, over three years, 3 million hectares of pastures will be improved, and livestock numbers will increase tenfold.

Issues related to infrastructure were also addressed. Due to the rapid population growth in the city of Zarafshan, its territory will be expanded by 2,000 hectares from the Tamdyn district to create conditions for 150,000 residents.

In the city of Zarafshan, along with the Uchquduq and Tamdyn districts, a total of 200,000 people reside. Many foreign investors also come here. For their convenience, it was proposed to utilize the airport in Zarafshan and lay additional power lines to the "Yangi Tomdi" settlement to increase the number of entrepreneurial projects.

Tasks were set for the renovation of 18 old schools and drinking water supply systems in remote areas, construction of kindergartens and schools, and strengthening the health of the population. It is necessary to train 9,000 women interested in entrepreneurship in various professions and ensure their employment.

Preparation for the autumn-winter season and the implementation of the "Green Space" program were also discussed.

Responsible officials, district leaders, and sector heads presented information to the regional active and the public about the results expected this year and the plans for the next year.

Through video communication, the leadership of Karakalpakstan and all regions connected to the meeting. Responsible persons confirmed that there are opportunities in their regions for implementing the directions indicated in the Navoi region, stating that they would draw appropriate conclusions and direct all efforts to enhance efficiency. In particular, measures were announced to accelerate projects in industry, construction, agriculture, tourism, and services to develop the regional economy and ensure employment by supporting entrepreneurship and career guidance. Plans were outlined for the end of the year and the following year.
