On November 18, the first session of the Legislative Chamber of the Oliy Majlis of the Republic of Uzbekistan took place in Tashkent after the elections.
The President of the Republic of Uzbekistan, Shavkat Mirziyoyev, participated in the session.
The meeting was opened by the Chairman of the Central Election Commission, Zainiddin Nizamkhojaev.
The National Anthem of the Republic of Uzbekistan was played.
A Temporary Secretariat for the first session, a Counting Commission, and a temporary group to oversee the use of the electronic vote counting system were elected. The agenda was approved. The Chairman of the CEC presented the information on the election results for the Legislative Chamber.
Following the proposal of the Council of Representatives of Political Parties, the deputies elected Nuriddin Ismoilov as the Speaker of the Legislative Chamber of the Oliy Majlis of the Republic of Uzbekistan through a secret ballot.
Subsequently, the chairmanship of the session was transferred to the Speaker. Deputy Speakers were elected. The factions of five political parties were registered. Ten committees of the Legislative Chamber were formed based on their agreed proposals.
President Shavkat Mirziyoyev addressed the session.
At the beginning of his address, the head of state congratulated the deputies on their election, emphasizing that this reflects the high trust and respect of our people.
It was particularly noted that the current parliamentary elections have entered history as the first held under the updated Constitution. This process took place for the first time under a mixed electoral system.
As a result of the elections, 150 deputies were elected to the Legislative Chamber. Among them were 57 women and 11 young people under 35 years old. Overall, the composition of the lower house has been renewed by almost 60 percent.
The activities of the chamber over the past five years were discussed. During this period, the Constitution was updated, and more than 130 new laws were adopted, which is 1.5 times more compared to the previous period.
The President also addressed issues that remained outside the parliamentary focus. For example, the share of laws with direct effect and clear implementation mechanisms remains low. Parliamentary and deputy oversight is still not sufficiently effective. The activities of deputies in electoral districts are mainly limited to organizing meetings and responding to complaints and queries.
The head of state outlined his vision for new tasks facing the Legislative Chamber.
In particular, it was suggested to establish public councils under each committee with the participation of civil society representatives to strengthen dialogue.
In the work of parliamentary committees, it is important to establish not only oversight and requirements but also close cooperation with ministries. Additionally, it is necessary to enhance party and faction discipline.
The President emphasized that legislative work should primarily focus on addressing pressing societal issues and proposed several legislative initiatives. These include the construction of modern residential buildings on the sites of outdated ones, guaranteeing the protection of citizens' funds allocated for housing construction, supporting private education and investors in the energy sector, implementing compulsory health insurance, creating legal foundations for franchising, capital markets, and startups, as well as relationships arising in the application of artificial intelligence.
To activate the opposition, it was proposed to increase the number of guaranteed rights for parliamentary opposition from 3 to 6, including providing them with the positions of one committee chair and two deputy committee chairs, as well as additional rights to raise issues during the "government hour" and parliamentary inquiries.
Particular attention was given to the necessity of transitioning to a system of broad, quality parliamentary oversight. In particular, according to the updated Constitution, oversight of the implementation of the State Budget is the exclusive competence of the Legislative Chamber. In this regard, it is necessary to strengthen the chamber's work in this direction, including the introduction of a practice where all Government reports on the State Budget are presented to the chamber only together with the audit conclusion as stipulated by the Budget Code.
The head of state emphasized the importance of creating a system in which deputies participate in the preparation of investment programs, and their opinions are taken into account. Furthermore, it was proposed to increase the financial capabilities of regions, allowing them to retain all revenues from land, property, and turnover taxes, as well as 50 percent of income tax revenues starting from 2025.
To actively support citizens' initiatives, it was proposed to establish a Parliamentary Commission for Collective Initiatives under the Legislative Chamber.
Parliamentary diplomacy is an important tool of the state's foreign policy. To further develop such relations, it was proposed to create parliamentary committees in the lower house to address issues of harmonizing legislation with World Trade Organization agreements, mitigating the impacts of climate change, and accelerating the transition to a "green" economy.
The President emphasized that being a member of the parliament of such a large country as Uzbekistan, with a population of over 37 million, is a great honor.
– A deputy is a servant of the people, a role model for all, a person with a high level of political culture and knowledge, who sincerely loves their homeland. In strengthening peace, mutual understanding, and harmony in the family, neighborhood, and society, in educating the youth in the spirit of patriotism, and in defending the interests of Uzbekistan on the international stage, our people, we all primarily rely on you, – said Shavkat Mirziyoyev.
During the session, leaders of political party factions and deputies spoke. The President supported their views, urging deputies to work even harder and be closer to the people.
– The voice of a deputy is the voice of the people. If, when considering each issue concerning the fate of the country, you primarily see before you our hardworking, generous, and noble people, and act with thoughts not only of today but also of the peace and happiness of future generations, then our people will also be satisfied with you, - said the head of state.
As a result of discussing the agenda items, decisions of the Legislative Chamber of the Oliy Majlis were adopted.
