On November 19, the first plenary session of the Senate of the Oliy Majlis of the Republic of Uzbekistan took place in Tashkent.

The President of the Republic of Uzbekistan, Shavkat Mirziyoyev, attended the meeting.

The event was opened by the Chairman of the Central Election Commission, Zainidin Nizamkhodjaev.

The National Anthem of our country was played.

A secretariat and a group for monitoring electronic voting were established for the organization of the plenary session, and the agenda was approved. The Chairman of the Central Election Commission presented information on the results of the Senate elections.

It was noted that this process was conducted openly and fairly in accordance with the new edition of the Constitution of the Republic of Uzbekistan and the improved national electoral legislation.

According to the Basic Law, Senate members were elected through secret ballot by deputies of representative bodies of state power from the Republic of Karakalpakstan, regions, districts, and cities at the corresponding joint sessions. An equal number of four members was elected from each territory. Additionally, 9 senators were appointed by the Decree of the President of the Republic of Uzbekistan.

During the plenary session, President Shavkat Mirziyoyev sincerely congratulated the members of the new Senate on the high trust placed in them.

It was emphasized that the previous composition of the upper chamber made a significant contribution to the country's development. Over the past five years, the Senate has heard 106 reports and sent 1,300 requests to executive bodies. The authority of the parliament on the international stage has also significantly increased. During this period, the number of inter-parliamentary friendship groups with foreign countries rose from 26 to 73.

As a result of constitutional reforms, the composition of the Senate was optimized, reducing the number of its members from 100 to 65. At the same time, the powers and responsibilities of senators have significantly increased. In particular, the oversight functions of the upper chamber of parliament and its role in the formation of several key state bodies have been expanded. The Senate also gained the right to legislative initiative.

The President drew the attention of those present to the international situation, emphasizing the importance of peace and unity.

– In such difficult times, we can ensure peace and development in our country only through strong will, unity, solidarity, and hard work. Esteemed senators and deputies of local councils, I believe you deeply understand this important truth and your immense responsibility, – stated Shavkat Mirziyoyev.

He noted that the current situation requires everyone to critically assess their work and transition to a completely new format.

In this regard, relevant tasks facing the Senate were outlined.

First. It is necessary to implement new mechanisms for discussing laws.

It is important to widely involve local councils in the legislative process and consider their opinions on each law. Special attention should be paid to harmonizing local and national interests in legislative acts.

Second. Providing comprehensive support for the activities of local councils should become a priority task for the Senate.

Now, the heads of regional and Tashkent city councils are chairpersons elected from among the deputies, rather than khokims. Oversight of the activities of territorial executive bodies will be strengthened through new mechanisms such as inquiries and investigations by the council.

Third. Local councils should interact with lower-level structures of ministries and agencies, especially district and city departments, using new approaches.

Fourth. The Constitution assigns the Senate the responsibility of ensuring that the decisions of local councils comply with legislation. In this direction, it is necessary to create an effective system that guarantees transparency and legality.

Fifth. The committees of the Senate are the driving force of the upper chamber. It is time to enshrine the foundations of the committee hearing institution at the legal level.

Sixth. The participation of senators in the implementation of programs aimed at reducing poverty and social protection of the population is of key importance.

Seventh. Strengthening parliamentary control in the fight against corruption and involving the entire society in this process is extremely important. The Senate should develop specific measures to enhance legal awareness and culture among the population, foster a society that is intolerant of corruption, and instill respect for the law, honesty, and hard work in the youth.

Eighth. The introduction of a system for electing all members of the Supreme Judicial Council by the Senate is aimed at ensuring the genuine independence of the judiciary. The Senate should not only approve nominations but also familiarize itself with their activities and issue relevant conclusions.

Organizational issues were discussed during the meeting. President Shavkat Mirziyoyev, in accordance with Article 101 of the Constitution, presented a candidacy for the position of Chairman of the Senate of the Oliy Majlis.

Through secret ballot, Tanzila Narbaeva was elected as Chairman of the Senate. The first deputy chairman of the Senate, Sadik Safayev, and the deputy chairman of the Senate, Amanbay Orynbaev, were also elected.

Seven committees and one commission of the Senate were established. Senators made corresponding decisions on other discussed issues.
