On November 26, President Shavkat Mirziyoyev held a meeting regarding measures to enhance the investment climate and business environment, as well as to improve the well-being of the population in the Namangan region.
Over the past ten months, 681 projects have been implemented in the region, creating 21,000 jobs. The production value exceeded 21 trillion sums, with exports totaling 702 million dollars. An economic growth of 8 percent is expected in the region by the end of the year.
It is now essential to set goals for the coming year. In this regard, working groups are being sent to all districts to examine entrepreneurs' proposals and formulate plans.
The Namangan region has identified opportunities for the implementation of 182 new projects worth 527 million dollars. For instance, expanding the small industrial zone in the Barkamol Avlod neighborhood of Namangan city could accommodate a leather and footwear enterprise valued at 60 million dollars. Establishing such a zone in the "Namangan" massif in Mingbulak would create conditions for the realization of industrial projects worth 25 million dollars.
An entrepreneur from the Pap district, in collaboration with American partners, proposed to invest 80 million dollars to process 1.8 million tons of fluorite annually. This initiative would generate 200 jobs and create an export opportunity worth 70 million dollars. Another enterprise has expressed interest in investing 40 million dollars in cultivating medicinal plants on 5,000 hectares, producing confectionery, and establishing a tourist center.
In this region, lands with access to groundwater can be used to grow rice, grains, medicinal, and forage crops, while around the melioration wells in the Naryn district, fish farming can be developed. In Chorkesar, Zarkent, and Isparan, improving irrigation and allocating land to livestock farmers will enable the raising of 100,000 heads of cattle and goats.
The organization of dual education at the Yangikurgan Agricultural College, in partnership with the potato-growing center, will contribute to training both qualified specialists and the production of essential food products. By cooperating with beekeeping farms, it will be possible to organize beekeeping in households and provide additional income for the population.
During the meeting, the khokim of the Namangan region presented plans for realizing such opportunities. In particular, it was noted that 4.2 billion dollars in investments are planned to be attracted to the Namangan region in 2025, creating 34,000 jobs and ensuring exports of 1 billion dollars.
It is expected that by the end of the year, the poverty level in the region will decrease to nearly 8 percent. In 2025, this figure is planned to be reduced to 5.3 percent, lifting 78,000 people out of poverty. It is also anticipated that about 100,000 people who have returned from labor migration abroad will be employed domestically.
The head of state provided instructions to support entrepreneurs' initiatives, create favorable conditions for their projects, and include necessary funds for the development of industrial infrastructure in investment programs. The importance of accelerating the implementation of projects in small industrial zones, engaging the population in entrepreneurship, and ensuring employment was emphasized.
