On November 14, President Shavkat Mirziyoyev reviewed a presentation on proposals for early detection and effective treatment of diseases.
In our state's social policy, significant attention is given to healthcare. Over the past seven years, the budget allocated to this sector has increased sixfold. More than 400 high-tech surgeries, which were previously only performed in Tashkent, are now being carried out in various regions and districts.
To facilitate early disease detection, oncology, endocrinology, and cardiology centers are conducting screening examinations in the regions. For instance, a screening of 1 million 700 thousand women has been completed, identifying precancerous conditions in 49 thousand of them. In the first half of this year, 122 thousand individuals were diagnosed with cardiovascular diseases and early-stage diabetes.
Protecting the health of the population is an ongoing process. Based on analysis and sector needs, proposals have been prepared for key areas. This was discussed during the presentation.
One of the main challenges in treatment is the late detection of diseases. Therefore, at the initiative of the President of our country, an experiment in Kashkadarya has introduced financial rewards for medical teams amounting to 2 million sums for each case of early detection of cancer. As a result, family doctors identified such signs in 51 women and children in their assigned neighborhoods. A total of 102 million sums in bonuses were allocated, which allowed saving 8 billion sums that would have been needed for treatment had the disease been detected at a later stage.
According to the analysis, on average, 20-25 percent of all cancer cases are breast and cervical cancers. Consequently, plans are in place to expand screenings and begin maintaining their registry.
This year will also see the completion of three-year programs for the early detection and treatment of hematological, cardiological, and endocrinological diseases. Responsible parties have been instructed to analyze the results achieved and consider the possibility of extending these programs.
There are shortcomings in the centralized procurement of medicines for medical institutions. Some hospitals have purchased fewer medications than required, while others have an excess.
In this regard, a procurement system for medicinal products and medical devices based on fifteen-month demand is proposed. The needs for subsequent years will be formulated no later than August 1, simultaneously with the parameters of the State Budget.
Additionally, a "Procurement Center" will be established under the Ministry of Health, along with its 13 regional branches. Starting January 1, 2025, the center will be authorized to conduct direct purchases of original medications and consumables for closed-type laboratory equipment directly from manufacturers.
Another proposal involves increasing support for donors. Specifically, the one-time cash reward for holders of the "Honorary Donor of the Republic of Uzbekistan" badge will be raised from 5 to 15 basic calculation units. They will also be granted the right to use public transport for free and receive priority treatment in state sanatoriums.
The implementation of the new system is scheduled for January 1 of next year.
Additionally, the issue of informing the World Trade Organization about the sanitary and phytosanitary measures applied in our country was also discussed.
